And as I was doing research for this book I kept running into these 01:03.240 --> 01:10.400 secret societies. I decided that was much more important subject so I set that book aside and 01:10.400 --> 01:21.440 did an intense study of the elite. In 1995 I published my first book titled Who's Who of the 01:21.440 --> 01:28.880 Elite which was later revised in the year 2000 and it contains all the members of the three 01:28.880 --> 01:33.040 secret organizations the Villebergs, the Council for Foreign Relations, the Tri-Lateral Commission. 01:33.040 --> 01:45.240 This plot to control the entire world politically and economically was first revealed in my first 01:45.240 --> 01:50.920 book titled Who's Who of the Elite members of the Villebergs, the Council on Foreign Relations, 01:50.920 --> 01:59.920 and the Tri-Lateral Commission. The research for this book first began in 1992 and ended in the 01:59.920 --> 02:08.800 publication of the first issue in 1995. It was revised later in the year 2000. There's a goal 02:08.800 --> 02:19.360 of the elite which is to create a one-world government. The term used when President George 02:19.360 --> 02:28.400 Herbert Orpah Bush was in office was new or ordered. That has since been changed to globalization 02:28.400 --> 02:36.960 because when George Bush used that term the public's eyes opened up and the ears opened up 02:36.960 --> 02:43.960 and so they became more alert about what he was talking about and so the elite decided that they 02:43.960 --> 02:55.120 needed to pick a more mundane term so they switched to the term globalization or global and whenever 02:55.120 --> 03:02.080 they talk about global economy, global environment, global architecture, global village, or any terms 03:02.080 --> 03:10.680 like this that contain the word global or globalization, those terms exactly equal the old term the new 03:10.680 --> 03:27.400 or order. Now the global union is made up essentially of four regions. The first region is called the 03:27.400 --> 03:33.400 European Union so let's get into the evolution of the European Union. 03:41.400 --> 03:51.400 The first discussions of the creation of the European Union began as far back as 1954 Bilderberg 03:51.400 --> 03:58.840 conference in Osterbeek the Netherlands, their first conference and David Rockefeller attended that 03:58.840 --> 04:09.320 conference was one of the main speakers on this subject. Then in 1958 the Western European leaders 04:09.960 --> 04:14.840 created what they then call the European Economic Community or the EEC. 04:20.520 --> 04:29.560 Then on May the 3rd 1960 these western Europeans created or changed the name to the European 04:29.560 --> 04:38.360 Free Trade Association or the EFTA. The next step in this transition was in 1967 when they changed 04:38.360 --> 04:49.560 the name to the European Community or the EC. The next transition was in 1972 when they renamed the 04:49.560 --> 04:56.600 group and called it the Organization of Economic Cooperation and Development or the OECD. 04:56.600 --> 05:07.720 Then on November 1st 1993 they changed the name to the European Union which is now 05:08.600 --> 05:13.240 widely used and it was made up of 12 nations of western Europe. 05:15.160 --> 05:22.680 Then on January the 1st 1995 Austria, Finland and Sweden were invited to join the European Union. 05:22.920 --> 05:30.200 The European Union is still in transition but was officially completed in the year 2000. 05:32.040 --> 05:39.000 The European Union has one monetary system with the exception of Denmark, United Kingdom and Sweden, 05:40.200 --> 05:48.520 the only three holdouts at this time. There's only one central bank which is located in Frankfurt, 05:49.240 --> 05:55.080 by the way this is where the central banking system first got its start when the first 05:55.080 --> 06:02.440 person to be called Rothschild set up central bank in Frankfurt. They also have one judicial 06:02.440 --> 06:13.960 system and one military force. Eventually this military force will replace the present NATO force. 06:14.440 --> 06:20.120 There's still dispute between the United States and Europe about this transition but it would 06:20.120 --> 06:28.280 eventually take place. The EU has only one governing body called the European Parliament 06:29.240 --> 06:37.400 and now they do not require visas when citizens of the EU pass from one nation to the other. 06:37.640 --> 06:42.040 The new constitution for the European Union is still being written and 06:43.480 --> 06:50.200 it's been presented in rough-graff form a couple of times but has not been ratified by all the 06:51.320 --> 06:58.360 15 nations of the European Union yet but it will then replace any constitution in effect 06:58.840 --> 07:09.160 in any of those 15 nations. The global union is broken down into 10 regions as is the United 07:09.160 --> 07:16.360 Nations. There are 10 regions within the United Nations, there are 10 regions within the European 07:16.360 --> 07:25.720 Union and FEMA is set up in 10 regions within the United States which is consistent with the 07:25.800 --> 07:31.560 overall plan. The second region to be formed under the global union is called the African Union. 07:32.280 --> 07:39.560 So let's get into the evolution of the African Union. 07:40.120 --> 07:43.400 The 07:50.680 --> 07:56.600 let's talk about the creation of the next phase of the global union which is now called 07:58.040 --> 08:07.640 the African Union but it started on May 25, 1963 and was then called the Organization of African 08:07.640 --> 08:21.480 Unity or OAU. On July the 11th the year 2000 they finally all the nations 53 nations of Africa 08:21.480 --> 08:29.320 primarily sub-Saharan Africa created what they called the African Union or the AU and it's made 08:29.320 --> 08:38.680 up of one governing body, they have one peacekeeping force, one central bank, one court of justice 08:38.680 --> 08:57.160 and one currency. The third region to be brought under the global union is one that they will later 08:57.160 --> 09:05.320 call the American Union. So let's get into the evolution of the soon to be American Union. 09:07.480 --> 09:14.440 Now as we get into the creation of the American Union which will be a carbon copy of the European 09:14.440 --> 09:21.880 Union, it started back in 1965 when David Rockefeller created the Council of the Americas, 09:22.760 --> 09:30.200 a commonly called America Society and it's made up of all the nations of North Central and South 09:30.200 --> 09:37.880 American and Caribbean islands with the exception of Cuba. They meet at least annually and more 09:37.880 --> 09:44.920 often than recent years as they move closer into the creation of the American Union. 09:44.920 --> 09:52.520 The next phase in the creation of the American Union happened in January 1994 when the NAFTA 09:52.520 --> 09:57.800 or North American Free Trade Agreement was implemented between Canada, United States and 09:57.800 --> 10:07.480 Mexico. This is the first official phase of the American Union. The elite have been conducting 10:07.480 --> 10:16.200 meetings on the expansion of the North American Free Trade Agreement and the next phase will be 10:17.160 --> 10:24.200 what they call CAFTA or the Central American Free Trade Area and this is scheduled for completion 10:25.720 --> 10:33.640 probably by December 2003. The final establishment of the Free Trade Area of the Americas 10:33.720 --> 10:40.280 final establishment of the Free Trade Area of the Americas is scheduled for completion 10:41.000 --> 10:50.280 at least by December 31st 2004. So then after the Free Trade Area of the Americas is complete 10:51.640 --> 11:00.840 by December 31st 2004, they will then change the name to the American Union and this will be 11:00.840 --> 11:10.040 officially done somewhere in the year 2005 or 2006. Now they won't create the American Union 11:11.560 --> 11:16.920 in the year 2004 because that's a major presidential election year and they want 11:16.920 --> 11:23.800 Bush to be re-elected and so even though they will be working on the Free Trade Area of the Americas 11:24.680 --> 11:30.600 they won't change the name to the American Union until after that election is over 11:31.160 --> 11:40.440 sometime in 2005 and 2006 but it will then be a carbon copy of the European Union with one central 11:40.440 --> 11:52.920 bank, one governing body, one military force, one police force, one judicial system, one monetary 11:52.920 --> 11:57.960 system all for North Central and South America and Caribbean islands with the possible exception 11:57.960 --> 12:13.960 of Cuba. By then something may happen to Castro and that may include Cuba by then. 12:13.960 --> 12:33.080 The next region of the global union will be the Pacific Union so let's get into the evolution of the 12:34.280 --> 12:41.080 Pacific Union. Now let's discuss the fourth phase of the creation of a global union that 12:41.080 --> 12:50.760 will be the Asian Union. In November 1989 the Asian Pacific Economic Corporation or APIC 12:51.480 --> 13:00.200 was founded and made up of all the nations of the Pacific realm. They meet annually and 13:02.520 --> 13:08.120 they are the fourth phase of the global union. 13:11.080 --> 13:21.320 Now I've talked about the creation of the global union in my book, Who's Who? The pilgrims and other early 30:56.360 --> 31:03.000 pioneers came here from Britain and Western Europe to escape religious persecution and to 31:03.000 --> 31:10.280 find a new life of opportunity and freedom. Subsequent waves of immigrants from Southern 31:10.280 --> 31:18.840 and Eastern Europe brought both ethnic diversity and exceptional levels of talent and dedication 31:18.840 --> 31:28.440 to hard work. The reprehensible slave trade of the 17th and 18th centuries brought Africans to these 31:28.440 --> 31:35.800 shores and created institutions and social divisions that took a civil war and more than 31:35.800 --> 31:43.560 a century of concentrated effort to overcome. Yet African Americans today have become an essential 31:44.120 --> 31:53.720 and positive strand in the fabric of our nation. Most recently, waves of Latinos and Asians 31:54.280 --> 32:02.520 have contributed new elements to our rich cultural and ethnic diversity. For more than 400 years, 32:02.520 --> 32:10.680 the strength of this nation has lain in our capacity to absorb and transform a complex 32:10.680 --> 32:20.040 and diverse population into a homogeneous nation where a single primary language provides a common 32:20.040 --> 32:27.640 basis for communication and mutual understanding. As our nation grew in numbers and expanded across 32:27.640 --> 32:32.360 the continent, opportunities flourished for anyone with ability and ambition. 32:33.640 --> 32:38.120 Underpinning this process of national expansion was our constitution, 32:38.840 --> 32:45.880 crafted at the moment of our national independence by a group of talented and far-sighted leaders 32:46.440 --> 32:52.920 whose principles were firmly rooted in the ideals of democracy and individual freedom. 32:53.880 --> 33:00.120 Two world wars in the first half of this century forced the United States to emerge from its 33:00.120 --> 33:08.840 primary preoccupation with internal expansion and economic growth to become a power with global 33:08.840 --> 33:15.880 influence and responsibilities. That is the position in which we find ourselves today 33:15.880 --> 33:23.000 as the most powerful nation on earth, near the peak of our worldwide influence and authority. 33:23.000 --> 33:29.720 Indeed, with the dissolution of the Soviet Union and the discrediting of centrally planned economies, 33:29.720 --> 33:36.120 the opportunity for enlightened American leadership is perhaps even greater than it was 33:36.360 --> 33:44.360 in 1939 at the beginning of the Second World War or in 1945 when the Cold War began. 33:45.400 --> 33:53.400 But this persistent window and this present window of opportunity during which a truly peaceful 33:53.960 --> 34:01.160 and interdependent world order might be built will not be here for open for too long. 34:01.160 --> 34:08.520 Already there are powerful forces at work that threaten to destroy all of our hopes and efforts 34:09.080 --> 34:17.800 to erect an enduring structure of global cooperation. I refer here to those ruthless advocates of 34:17.800 --> 34:27.000 ethnic nationalism who seek to break apart existing nations as well as to militant fundamentalists 34:27.800 --> 34:35.880 who want to subordinate or even eliminate anyone who refuses to comply with their own rigid 34:35.880 --> 34:46.840 ideological beliefs. In contrast to those radical and divisive forces, our contemporary world has 34:46.840 --> 34:54.200 also seen the emergence of an array of scientific, technological, and economic phenomena 34:54.520 --> 35:01.000 that are linking nations more closely together, making enhanced cooperation not only possible 35:01.560 --> 35:08.440 but absolutely imperative. Breakthroughs and advances in many fields such as genetics, 35:08.440 --> 35:17.320 molecular biology, computers, and telecommunications have given mankind the ability to revolutionize 35:17.960 --> 35:27.960 the ability to revolutionize most aspects of our common life. Properly applied, these advances 35:27.960 --> 35:33.320 can be used to improve the human condition throughout the world, an objective to which I 35:34.040 --> 35:40.680 would believe that we all aspire. Ironically, however, the very innovations that are making 35:40.680 --> 35:46.440 possible dramatic improvements in human well-being are also creating new problems 35:47.000 --> 35:53.640 which raise the specter of an alarming and possibly catastrophic disaster to the biosphere we 35:53.640 --> 36:02.520 live in. And herein lies the dilemma that we all face. Let me illustrate. Improved public health 36:03.240 --> 36:10.360 has caused the world's infant mortality rate to decline by 60 percent over the last 40 years. 36:11.480 --> 36:19.640 In the same period, the world's average life expectancy has increased from 46 years in 1950s 36:19.640 --> 36:28.200 to 63 years today. This is a development which, as individuals, we can only applaud. However, 36:28.200 --> 36:34.520 the result of these positive measures is a world population that has risen during the same short 36:34.520 --> 36:39.880 period of time geometrically to almost six billion people and could easily 36:40.600 --> 36:49.480 exceed six billion, eight billion by the year 2020. The negative impact of population growth 36:50.120 --> 36:56.280 on all of our planetary ecosystems is becoming appallingly evident. 36:59.080 --> 37:03.480 And when he says this, is he implying that there are too many eaters in the world 37:03.480 --> 37:10.520 and that billions must die to bring the population under control by financing both sides of wars, 37:11.160 --> 37:20.760 by using harp to cause famine, and by spreading spreading deadly diseases such as HIV, Ebola, 37:20.760 --> 37:28.200 and others. In particular, the rapid growing exploitation of the world's supply of energy 37:28.200 --> 37:36.280 and water is a matter of deep concern. And the toxic byproducts of widespread industrialization 37:36.280 --> 37:44.760 have increased us atmospheric pollution to dangerous levels. Unless nations will agree 37:44.760 --> 37:51.720 to work together to tackle these cross-border challenges posed by population growth, over 37:51.720 --> 37:58.760 consumption of resources, and environmental degradation, the prospects for a decent life 37:59.400 --> 38:06.760 on our planet will be threatened. The recent UN meeting in Cairo is appropriately focused on one 38:06.760 --> 38:13.960 of these key issues, population growth. But the controversies which have erupted at the conference 38:13.960 --> 38:20.360 illustrate the problem of coming to grips with issues that are deeply divisive and which have 38:20.360 --> 38:29.160 a profound moral dimension. The United Nations can and should play an essential role in helping 38:29.160 --> 38:37.640 the world find a satisfactory way of stabilizing world population and stimulating economic 38:37.640 --> 38:46.040 development in a manner that is sensitive to religious and moral considerations. Economic growth 38:46.040 --> 38:55.800 is of course an inevitable corollary of a growing population and is essential to improve standards 38:55.800 --> 39:03.240 of living. But without careful coordination, unrestrained economic growth poses further threats 39:03.240 --> 39:10.280 to our environment. This was a major subject of discussion at the conference in Rio de Janeiro 39:10.840 --> 39:16.360 on the environment two years ago. The focus then was on sustainable growth 39:17.320 --> 39:23.800 and global development. It was pointed out at the conference that growth is most efficiently 39:23.800 --> 39:29.960 managed by the private sector, but regulation of the process by national governments and 39:29.960 --> 39:37.080 international bodies is also needed. And once again, United Nations should certainly be among 39:37.080 --> 39:44.280 the catalysts and coordinators of this process. But in addition, given the importance of 39:44.280 --> 39:50.920 unencumbered international trade in stimulating and facilitating economic growth, some of the 39:50.920 --> 39:56.920 newer economic entities such as the European Economic Community, NAFTA, APEC, and most 39:56.920 --> 40:03.560 importantly GATT, now known as the World Trade Organization, are probably best suited to play 40:03.560 --> 40:11.640 a major role in ensuring sustainable development. A common requirement for dealing with all of 40:11.640 --> 40:19.000 these challenges, technological, environmental, political, and economic, is leadership. Leadership 40:19.000 --> 40:26.680 coupled with mutual trust and economic understanding. There is no magic formula for finding and 40:26.680 --> 40:32.840 producing leadership. We've seen many fine examples of it in very small nations as well as among the 40:32.840 --> 40:40.200 great powers. I believe that most of the world is anxiously searching for strong and effective 40:40.200 --> 40:47.800 leadership, even a great moral vision for the future. And it looks to the United States to play 40:47.800 --> 40:56.360 that role. In my opinion, we have no choice but to become more intimately involved in the resolution 40:56.360 --> 41:02.600 of the complex problems that I have outlined, and it is clearly in our national interest 41:03.240 --> 41:10.120 for us to do so. I recognize that calling for expanded international involvement is not a 41:10.120 --> 41:16.600 particularly popular proposition in the United States today at a moment when domestic concerns 41:16.600 --> 41:25.960 and isolationist leanings have a tendency to dominate the debate. But as we have seen in 41:25.960 --> 41:35.880 recent months in Bosnia and Rwanda, in North Korea and Somalia, in Haiti and Cuba, the fabric 41:35.880 --> 41:45.720 of social life can be torn very easily and the effects inevitably spill across borders with 41:45.720 --> 41:54.200 harmful consequences to us all. I do not believe that the United States can afford to look the 41:54.200 --> 42:02.680 other way. Although we no longer teeter on the edge of nuclear abyss, the world is still a very 42:02.680 --> 42:11.480 dangerous place. And I fear that without stronger and more focused American leadership, it will 42:11.480 --> 42:18.440 become even more dangerous. A U.S. foreign policy that is marked by drift and ad hocary, 42:19.000 --> 42:24.280 having little clarity or vision, leaves our nation and the world vulnerable to 42:25.080 --> 42:31.240 geopolitical disaster. What is needed is a foreign policy that follows a coherent, 42:31.240 --> 42:38.360 strategically defined direction based on an understanding of history and national interest, 42:38.360 --> 42:45.800 but also well attuned to the needs of other nations. The world's complex problems cannot 42:45.800 --> 42:52.920 be taken up neatly in an orderly sequence. Instead, we must be prepared to deal with issues 42:53.480 --> 43:00.920 systematically and often simultaneously as they arise. This will require a well coordinated 43:00.920 --> 43:07.240 foreign policy establishment and a decision-making structure that is given comparable importance 43:07.240 --> 43:13.480 with domestic policy components of our national government. I do not for a moment wish to 43:13.480 --> 43:19.560 suggest that world leadership on the part of the United States should imply world domination. 43:19.560 --> 43:26.520 Clearly, it does not and should not. Nor does it mean the U.S. must alone assume the mantle 43:26.520 --> 43:34.200 of leadership or become the world's policeman. But like it or not, we live in a global society. 43:34.920 --> 43:41.400 We must understand it. We must comprehend the forces that are affecting it, and we must act 43:41.400 --> 43:49.880 forcefully to protect our own interests as well as to promote the continued progress of all the 43:49.880 --> 43:58.520 world's peoples. In accepting the Business Council's medal last year, President Bush said, 43:58.520 --> 44:05.720 Real peace is not an accident. It's an art form, the result of planning and patience and sometimes 44:05.720 --> 44:12.680 personal diplomacy. In his personal message to the program for tonight's event, 44:13.320 --> 44:21.080 Secretary General Boutros Boutros-Ghali noted that the reaffirmation and strengthening of 44:21.080 --> 44:28.520 democratic principles is of particular importance at this time. I agree, of course, with 44:28.520 --> 44:34.680 both of these propositions. I would only add that ultimately the strength and security 44:35.320 --> 44:43.080 of our nation derives from the purposefulness, self-discipline, and character of our own people. 44:43.960 --> 44:51.320 At this pivotal moment in our history, we cannot afford to hide our heads in the sand. 44:51.960 --> 45:00.440 We must make sure that 200 years of scientific progress, economic growth, and democratic rule 45:01.160 --> 45:07.800 are allowed to serve as the basis for our positive and constructive leadership 45:08.440 --> 45:15.720 in the family of nations in the 21st century. Through your commitment to dialogue you have helped foster 47:19.640 --> 47:26.280 a deeper understanding among the leaders throughout the Americas and as a channel between the United 47:26.280 --> 47:31.800 States government and the business community you've helped to ensure that our policies meet the real 47:31.800 --> 47:41.960 needs of our companies and our workers. Since the day he took office President Clinton has placed 47:41.960 --> 47:50.040 job creation and open and fair trade at the very center of our economic strategy as you all know so 47:50.040 --> 47:58.600 well he fought to ratify NAFTA and to complete the GATT-URAG way round. He unified the leaders of 47:58.600 --> 48:06.200 the Asia-Pacific region to form there a commitment to open trade and quite recently he and the 48:06.200 --> 48:12.600 leaders of the European Union have committed to build a new transatlantic marketplace with more open 48:12.600 --> 48:22.760 markets and more job creation. At the Miami summit coming down to what interests us most he helped to 48:22.760 --> 48:29.480 shape the consensus to negotiate a free trade area of the Americas that will encompass a 12 trillion 48:29.480 --> 48:38.200 dollar market of 850 million consumers. His aim is to make this hemisphere an even more dynamic hub 48:38.200 --> 48:45.000 of the global economy to open markets to create jobs and to lift living standards throughout this 48:45.000 --> 48:55.080 vital region. We remain on track to achieve by 2005 a free trade area of the Americas which has 48:55.800 --> 49:03.400 began to be called for shorthand purposes an FTAA. At the trade ministerials in Denver and 49:03.400 --> 49:10.120 Cartagena we laid the foundations for negotiations and we established working groups covering 49:10.120 --> 49:18.040 everything from free market access to intellectual property. We'll consider the recommendations 49:18.680 --> 49:24.040 of these working groups at the third trade ministerial next year in Brazil where we will 49:24.040 --> 49:29.400 discuss at that time how to open the formal negotiations for an FTAA. 49:32.760 --> 49:43.560 In our effort to create an FTAA by 2005 I cannot stress enough the importance of your advice and 49:43.560 --> 49:50.920 support through your business forum and through other mechanisms. He served ably for two years as 50:51.320 --> 50:57.400 the president's chief of staff but before coming to Washington Mack was chairman of the board and 50:57.400 --> 51:04.600 chief executive officer of ARCLA Inc. a Fortune 500 company that is one of this company's country's 51:04.600 --> 51:12.120 largest natural gas companies. Perhaps because of that background in the private sector 51:12.760 --> 51:20.360 he has been able to be such an extraordinarily effective voice in the current administration 51:20.360 --> 51:27.640 for the private sector and for this hemisphere. And I think that the members of the Council of 51:27.720 --> 51:36.920 the Americas and business leaders throughout the hemisphere owe him a real debt of gratitude for 51:36.920 --> 51:44.520 being the eloquent advocate that he has been for the private sector and a reliable collaborator in 51:44.520 --> 51:52.360 the effort to advance the process of hemispheric economic integration. As many of you here know 51:53.320 --> 51:57.400 Mack was a tireless supporter of the North American Free Trade Agreement 51:57.400 --> 52:01.800 and took principal responsibility for organizing the very successful 52:01.800 --> 52:09.400 summit of the Americas in 1994. In my opinion the summit's clear focus on trade issues and 52:09.400 --> 52:17.640 economic integration owed a great deal to the persistence within the councils of the 52:17.720 --> 52:26.200 Clinton administration of Mack McLarty. But just on a more personal note I would have to say that 52:27.080 --> 52:33.640 the large number of conversations that Mack and I have had over the past several years. 52:35.800 --> 52:42.440 Now why is a retired banker having a large number of conversations with President Clinton's chief 52:42.440 --> 52:48.920 of staff and counselor Mack McLarty? Was he really meeting with Clinton and McLarty 52:49.480 --> 52:56.680 were just included in the meeting and has Rockefeller had a large number of conversations 52:57.800 --> 53:02.280 with every U.S. president since about 1965. 53:06.360 --> 53:11.800 And when he has these conversations with these presidents does he come to the White House? 53:12.600 --> 53:19.160 Are they required to go to New York City? Did they meet at Count David or perhaps at the 53:20.040 --> 53:25.960 Rockefeller ranch out of Jackson Hole? They do get together we just don't know where it happens. 53:28.120 --> 53:34.840 It gives me to feel that of all the people who have been involved in this administration he perhaps 53:34.840 --> 53:42.840 more than any other has understood the importance not only of the private sector but of the role of 53:42.840 --> 53:50.760 the private sector in bringing about a different approach to Latin America both on the economic 53:50.760 --> 53:59.800 and political front and his quiet but very effective support with the president and with 53:59.800 --> 54:06.680 others in the administration has really made that difference. So his presence here today I think 54:07.240 --> 54:13.720 is of great importance to us and also gives us an opportunity to express to him 54:14.360 --> 54:21.640 our special appreciation for that all-important role that he has played. I have had the opportunity to know 55:33.880 --> 55:40.600 the Rockefeller family for some time as many of you know Winthrop Rockefeller was Governor in 55:41.560 --> 55:48.600 Arkansas, a two-term Governor in the 1960s and his family maintains a valued legacy across our 55:48.600 --> 55:57.080 state and indeed in our national history. And speaking of David and particularly after that 55:57.080 --> 56:03.080 generous introduction I am reminded of the story of the barren day Rothschild who one day was 56:03.080 --> 56:09.240 approached in his office above the London Stock Exchange by an American businessman. 56:09.240 --> 56:17.000 Stock Exchange by an acquaintance requesting a small loan. Now the Baron refused the loan 56:17.000 --> 56:23.640 offering instead a gift that he claimed would far exceed the value of the requested sum. 56:25.080 --> 56:31.160 Heading down to the trading floor the Baron put his arm around his acquaintance and the two men 56:31.160 --> 56:38.040 walked slowly around the room as they conversed in a relaxed manner of trusted and old friends. 56:39.240 --> 56:46.520 Within hours according to legend the friend was able to raise the necessary funds elsewhere. 56:49.400 --> 56:54.760 So in a sense this morning I feel as the Baron's friend must have felt. 56:56.920 --> 56:59.560 Now I have never asked David Rockefeller for a loan 57:01.080 --> 57:08.040 but he has been a valued mentor to me and I know to so many of you and I certainly count myself 57:08.040 --> 57:14.280 very fortunate to call him my friend. I've also known Ambassador Ted Briggs since before the 57:14.280 --> 57:21.880 Summit of the Americas. At this time last year there was shrill voices on the left and on the 57:21.880 --> 57:30.280 right criticizing almost in a cynical way our collective efforts of hemispheric integration. 57:31.880 --> 57:37.800 Some claimed the Summit of the Americas in Miami was little more than a glorified photo 57:37.800 --> 57:43.640 opportunity. Some questioned our real commitment to the implementation 57:44.280 --> 57:51.160 of the Summit agenda and plan of action and some called us wrong-headed or at least 57:51.160 --> 57:57.720 naive in thinking that we could fundamentally change and reorient hemispheric relations based 57:57.720 --> 58:07.400 on truly shared values and common interest. Well as the old song goes what a difference a year makes 58:08.600 --> 58:15.000 and as the proverbial saying suggests sometimes things do look like a failure in the middle 58:16.280 --> 58:22.280 and our efforts to reinvent fundamentally change hemispheric relationships 58:23.080 --> 58:27.640 have certainly had their moments of problems and concerns and frustrations. 58:29.640 --> 58:37.000 But I think it is fair to say that the Summit has cemented a new consensus based on democracy 58:37.000 --> 58:47.080 and open markets and as I noted we have placed emphasis on the trade front an emphasis on 58:47.080 --> 58:54.120 economically integrating the hemisphere. At both the Denver Trade Ministerial last June and the 58:54.120 --> 59:01.720 Cartagena Ministerial in March we took concrete steps to achieve the free trade area of the 59:01.720 --> 59:09.000 Americas by the year 2005. Working groups were initially established in Denver they've been 59:09.000 --> 59:14.840 expanded and they will be gathering the critical information and laying the groundwork for the 59:14.840 --> 59:22.440 beginning of negotiations. Areas are being identified where early actions an early harvest if 59:22.440 --> 59:27.800 you will can be put into place to benefit hemispheric business now in the near term 59:27.800 --> 59:35.400 and at the next trade ministerial schedule for Belo Horizonte Brazil early next year we will be 59:35.400 --> 59:42.360 in a position to determine when and on what basis to proceed with actual negotiations. 59:44.120 --> 59:51.400 Now let me say not achieving Chile fast track this year was a disappointment and in this 59:51.400 --> 59:57.080 political climate with a limited time left legislatively we will not be able to go forward 59:57.080 --> 01:00:03.800 this year but even without that fast track legislation we want to move forward and we will 01:00:03.800 --> 01:00:10.680 move forward to strengthen the NAFTA as the cornerstone on which we are building new hemispheric 01:00:10.680 --> 01:00:17.560 trade and investment infrastructure. The President is committed as Secretary Christopher underscored 01:00:17.560 --> 01:00:25.240 in his comments to free and open and fair trade we remain committed to Chile's accession to NAFTA 01:00:25.240 --> 01:00:31.560 and strengthening the NAFTA as we move forward and I look forward to those efforts in 1997 and let 01:00:31.560 --> 01:00:40.120 me say very clearly that we are not focused as some have suggested on establishing a new world 01:00:40.120 --> 01:00:46.120 order but rather bringing order to a new world. 01:00:55.240 --> 01:01:12.520 The question for this team is not whether they are politically agile and whether they're smart and whether they're 01:01:12.520 --> 01:01:16.920 they're not whether they're savvy all of those things they are I think the big question is 01:01:16.920 --> 01:01:23.080 whether they have the capacity to construct a conceptual framework for American policy 01:01:24.040 --> 01:01:31.480 for the years ahead. We have lacked such a framework over the last few years since the 01:01:31.480 --> 01:01:36.280 Berlin Wall collapsed. The consensus we had the understanding we had about what our purpose of 01:01:36.280 --> 01:01:40.280 what our role in the world should be what the underlying tenets of American foreign policy 01:01:40.280 --> 01:01:46.200 obviously have disappeared and no one yet has been able to come up with a coherent framework. 01:01:46.200 --> 01:01:51.240 George Bush tribe you remember just after the war against well during the conflict with Saddam 01:01:51.240 --> 01:01:55.480 was saying which he handled so superbly and in a short-term sense but he kept talking about a new 01:01:55.480 --> 01:02:02.280 world order and then President Bush at the end of that war promised he would give four graduation 01:02:02.280 --> 01:02:06.840 addresses four commencement addresses describing that new world order and what America's role was 01:02:06.840 --> 01:02:10.520 going to be in it turned out he gave one of those addresses and canceled the other three and talked 01:02:10.520 --> 01:02:15.320 about something else that's why because they weren't ready yet to define that new framework 01:02:15.320 --> 01:02:20.440 and that same we've had that same absence of the framework during the Clinton administration it is 01:02:20.440 --> 01:02:25.240 I think the biggest challenge facing us because it it not only can give us a sense of where we are 01:02:25.240 --> 01:02:32.680 going but it also can help in bringing American people more fully into the support of what we're 01:02:32.680 --> 01:02:36.680 trying to do because people now don't quite understand it it seems very ad hoc to them. 01:02:51.240 --> 01:02:59.720 We have a strong U.S. leadership from administrations of both parties. We have in our era an unprecedented 01:02:59.720 --> 01:03:06.920 opportunity to integrate the world around basic principles of democracy, open markets, and a common 01:03:06.920 --> 01:03:13.320 commitment to peace. Not every country is yet able to participate fully in this integration. 01:03:13.960 --> 01:03:19.640 Some are in transition from centralized planning and totalitarian rule to democracy. 01:03:19.640 --> 01:03:26.120 Some have only begun to dip their toes into economic and political reform. There are now speculations that they could possibly have more oil reserves than Saudi Arabia. 01:18:55.400 --> 01:19:01.720 Now, Iraq has never been a threat to the United States, but they have been a direct threat to 01:19:01.720 --> 01:19:07.800 Israel. So I would advise everyone to do everything that you were advised 01:21:37.720 --> 01:21:43.880 to do in preparation for Y2K.
